See my other post on your mysql problem.

I would modify your query to be this:

$sql = "select order_id, order_name from order";

then, when you get the results straightened out, you can do something 
like this:

$result = mysql_query($sql);
print '<select name="order">';
while ($query = mysql_fetch_assoc($result) ) {
    print "<option 
value=\\"$query[order_id]\\">$query[order_name]</option>\
";
}
print '</select>';

Something that might be a good thing to do is to run the query above, 
and do the following:
print_r(mysql_fetch_row($result));
print_r(mysql_fetch_assoc($result));
print_r(mysql_fetch_array($result));

This can give you a lot of insight into how PHP stores the MySQL data, 
and how you might iterate through it.
